Transformation of the Public Administration Model in the Conditions of Transition to the Digital Economy

The article reveals the new possibilities of the digital economy, emphasizes the need to ensure national security and technological independence of Russia in the context of implementing the Strategy for the Development of the Information Society. The authors focus on the experience of the leading countries that have achieved the greatest results in the development and implementation of effective state innovation economic policy; determine the feasibility of its use for forming the Russian regional innovation policy; pay attention to the factors that constrain the country's economic growth and ways to overcome this limitation; suggest forming a new mobilization model of digital economy management, developed based on domestic digital technologies, transparent processes of their implementation.
